R\W\Dean W. Heinemann was born in Seattle, Washington, on September 16, 1949, to Charles F. (Fred) and Wanda M. Heinemann. Dean has two older brothers, Robert, who lives in Cheney (current Senior Warden of Temple Lodge, No. 42,), and Warren, who lives in Livermore, CA. Six months after he was born the family moved to Tekoa,, where Fred was employed by Union Oil. This job was interrupted by the recall of Fred to active duty in the Army during the Korean War. The family moved to Cheney to be close to family and awaited the return of Fred.

Dean attended school in Cheney and graduated from Cheney High School in 1967. Summers were spent in and around Cheney (on the farm with Granddad or on the farm with Great Uncle Henry) or in Seattle with Wanda’s parents. In 1971, he graduated from Eastern Washington State College (now Eastern Washington University) with a Bachelors of Arts degree in Geography & Urban Planning and a Regular Army commission as a Second Lieutenant in the Corp of Engineers. Dean attended several military schools in Washington, Georgia & Virginia. His first permanent duty station was Nurnberg, West Germany, with the 16th Engineering Battalion of the 1st Armored Division. A wide variety of temporary duty assignments awaited him, and he was rarely in one location for more than a few months at a time. It was a great time to be unmarried and a Lieutenant if you wanted to travel. His assignments took him to Greece, Turkey, Ethiopia, Norway, Belgium, all around West Germany, West Berlin and some stops in between. After two and one half “fun-filled” years in the post-Vietnam military, he returned to Cheney and within a few years started work at the College in the Athletic Department. Dean stayed in that position for one year and then transferred to the new Engineering Services Office (Architectural & Engineering Services) in the Physical Plant Department and worked as an engineering assistant and then as a facilities engineer until 1988. He transferred to the Environmental Health & Safety Office (Risk Management Office) and worked there as a Safety Professional and an Industrial Hygienist until he retired in September 2004.

Dean’s family has been very active in Freemasonry. Frederick William Heinemann, Granddad, was Master of Temple Lodge, No. 42, in 1934. Great Uncle Carl Rudolf was Master in 1949. Charles Frederick Heinemann, Dad, was Master of Temple Lodge, No. 42, in 1959. Dean’s first Masonic memories are from attending programs or installations for Temple Lodge or for Martha Chapter 60, OES, or for Bethel 17, Jobs Daughters. His Mother told him that if he wanted to follow in the family’s Masonic tradition he had to ask his Dad to become a Mason. Dean petitioned Temple Lodge, No. 42, in 1980, and was initiated on May 8. He was passed on June 12, raised on September 11, and did his Degree proficiency on December 4. Dean’s Dad was his coach, his mentor and his best friend. His first appointed position in the Lodge was Chaplain by W\John Mamanakis, who was also his first supervisor at the College. Dean served as Master of Temple Lodge, No. 42, in 1986 and again in 2005. He is a life member of Temple Lodge. He is also an honorary life member of Spokane Lodge, No. 34, a charter lifetime member of Grand Mound Historic Lodge, No. 3, and a corresponding member of Walter F. Meier Lodge of Research, No. 281.

 He was appointed to the Credentials Committee by M\W\John McNab in 2003. This was follow by two years a Deputy of the Grand Master in District 27 and two years as Grand Historian. Sandwiched in there was a two year appointment on the Long Range Planning Team and an appointment to the Long Range Planning Tiger Team. M\W\Douglas Tucker appointed him Chairman of the Arrangements Committee for the 2009 Grand Lodge Communication and also appointed him Grand Marshal in 2008. He was awarded the Grand Master’s Achievement Award and has received the DeMolay Legion of Honor (Honorary). Dean is a 32° Scottish Rite Mason. He is on the Board of Directors for Spokane RiteCare and currently serves as the Board Treasurer. He is a member of the Scottish Rite Research Society and the Philalethes Society.

M\W\Harold Tucker officiated at the wedding of Kerry and Dean on April 5, 2008. They have three sons: Jason (30), Andrew (28), and Jacob (23) and one daughter-in-law Heidi (Andrew’s bride). Dean and Kerry currently live on the family farm outside of Cheney. Dean stays really busy doing “stuff” around the farm. He enjoys duck hunting with Ranger, fly fishing the local streams or lakes, backpacking, hiking and cycling.

Dean firmly believes in effective communication, long range planning, making a commitment to your Lodge and mentoring the next generation of Masons. We all must understand that if we are over 50 or have been a Mason for more than 10 years, we are not the future of the Fraternity. However, we can shape the future for the next generation. His pledge is he will work each day so that he can say that he has left the Craft better than how he found it.

LEGISLATION ADOPTED
 

2009-6

Expand recognition of a Military Person of the Year from one active duty military person to one active duty military person from each of the four branches of active duty military service, the Coast Guard, and all Reserve and National Guard components stationed in the State of Washington.

2009-7

Adopt a rewritten and restructured Part IV (Disciplinary Code) and other sections of the WMC that are affected by a new Part IV.

2009-8

Establish a Leadership Training Committee as a Standing Committee of Grand Lodge.

2009-9

Allow Worshipful Master to cancel a Stated Communication due to inclement weather.

2009-10

Change the requirement for approval of Historic By-Laws.

2009-11

Increase per capita levied against every Lodge for each enrolled Master Mason.

Do away with Masonic Float Committee and the Washington Masonic Family Float.

Allow each appointed and elected Grand Lodge officer to be issued a copy of clear text of the Standard Work

Create a distinctive honorary title for Grand Lodge appointed officers not already having the title of Most Worshipful, Right Worshipful, or Very Worshipful.

 

 Fraternal RecognitioN

Acting on the report of the Fraternal Correspondent, the Grand Lodge voted to grant recognition to:

               -Prince Hall Grand Lodge of North Carolina.

                    -Conditional Recognition of the National Grand Lodge of Azerbaijan

There is currently a challenge between two Grand Masters in Paraguay as to legitimacy. A committee from the Conference of Grand Masters of North America is helping to resolve this issue.

The Grand Lodge of New York withdrew recognition of the Grand Lodge of the District of Columbia because the later chartered a Lodge in Lebanon on the pretext that this was infringement of territory. The two Grand Masters met at the Grand Masters Conference, settled their differences and are now once again in harmony.

A number of Lodges have been chartered in this country from foreign Grand Lodges not recognized by our Grand Lodges. There are also a number of Co-Masonic and Feminine Grand Lodges operating in this country. We need to be very diligent in examining dues cards when accepting visitors into the Lodge, and determining the legitimacy of the Lodge you may wish to visit.

             

AWARDS AND PRESENTATIONS

The Bill Paul Horn Memorial Award was presented to Andre E. Lovas, 33°, Grand Secretary/ Recorder of the Grand York Rite Bodies of Georgia

Secretary of the Year was presented to W\Robert J. Clark, Secretary of Sequim Lodge, No. 213, for his many years of service to his Lodge and Grand Lodge.

The Outstanding Military Person of the Year was awarded to Capt Nicholas Delcour, 7th Military Airlift Squadron, McChord AFB.

Mason of the Year Award was presented to W\Darrel Womack, a Brother who continues to make a positive difference throughout the Masonic family, for his commitment to Masonry. We are forever indebted to this Brother for all his hard work and standard of Excellence.

The Dottie Tashiro Inspirational Woman of the Year Award was presented to Vicky Roberts by Glynis Tucker for her willingness to  

The George R. Bordewick Award was presented to V\W\Kent  Henderson of the M\W\United Grand Lodge of Victoria, Australia.

Traveling Man of the Year was awarded to W\Charles Tupper for the many miles and hours he dedicated to traveling around this Jurisdiction. His positive attitude and warm welcome smile was shared by many.

Outstanding Websites. The Technology Committee evaluated websites belonging to Lodges within our Jurisdiction, and the following were judged to be excellent websites:

Special Grand Master’s Achievement Award. was presented to R\W\David P. Owen, Grand Secretary, by the Grand Master and elected Grand Lodge Officers.

Twain Award. A national award presented to Lodges who represent our Fraternity’s grass-roots efforts to generate enthusiasm and build relevance for Freemasonry.

 With the adoption of the proposed General Fund Budget, the per capita for 2009 will be $14.75 for the General Fund, $.25 for the Charity Fund.
